I have the same observation as the reviewer who stated that the scatmat constantly activates while on the power adapter.
PetSafe's reply is not correct.
When on 9V battery power, the mat and controller operate exactly as the manual describes. After first turning the controller ON, the light flashes for about 3 seconds and then stays off. If activated by touching across 2 adjacent wires, the mat activates (you can feel the shock) and the controller light illuminates momentarilly. The light then stays off until the mat is activated again.
However, when the 9V power adapter is plugged into the controller, the mat operates differently. Instead of remaining inactive until activated (by touching the wires on the mat), the mat activates approx every 4 or 5 seconds. It will activate for a duration of 1 or 2 seconds with a series of shocks, remain inactive for about 3 or 4 seconds, and then repeats over and over. This cycle repeats continuously, whether or not the mat wires are touched! You would not feel the shock unless you maintained the touch throughout the duration of a cycle, or unless you were touching the mat wires at the same moment the mat was in the shock part of the cycle.
So with the 9V battery, the scatmat senses the mat being touched and delivers the shock. But with the power adapter, the mat does not seem to sense any touch at all, but instead delivers a series of short shocks continuously every 4 or 5 seconds.
The problem with the way the mat operates on the power adapter is that the pet may not feel anything at all, if it happens to cross the mat during the controller's "dormant" phase. Also, I dont want the mat to be continuously activating for no reason 24/7.
PetSafe's reply stating that the flickering light may be caused by interference but the functionality is unaffected does not accurately reflect the problem.
I bought the adapter so I wouldnt go through batteries - it'd be nice if the mat worked correctly with it.

While the ScatMat is connected to the power adapter, rather than waiting for the mat to be touched in order for it to activate its static correction, the adapter will create a constant flow of energy through the wires to provide a continuous correction that would not require your pet to touch two of the wires at the same time. I just purchased the Scat Mat Power Adapter and hooked it into my Scat Mat that was previously run by a 9-volt battery. The power adapter keeps activating the Scat Mat constantly. There is no break between activations. Another review on this site had the same problem. There are numerous complaints on [online retailer's] web site as well about this power adapter problem.
I know it's the power adapter because as soon as I switch out the adapter for the battery, it works fine.
Other customers have had both the power adapter and the controller replaced numerous times without success. There has to be a glitch in the electronics of the controller that causes this to happen.
I don't see any way to get around this problem without a redesign of the controller.
